England is the country the whole world teases about rain. And this August, twenty-seven million English people are banned from using a garden hose. Not asked to cut back — banned, with fines. Reservoirs are draining, rivers are low, and one water company is already asking for the right to restrict businesses next.
Here's the number that turns this from a weather story into a design story: 1992. That's the last year England completed a major reservoir. Since then, the country has grown by ten million people — and built no big new place to keep water. The rain didn't stop falling. Something else stopped working. To find it, we're going to start at the garden hose and walk upstream — past the meter, through the pipes, up to the reservoir. At every stop, there's a rule waiting.
July 2026 was the driest July England has measured in a hundred and ninety years — about a tenth of the normal rain fell. By mid-August, nearly three-quarters of England is officially in drought. Forty-five million people live in drought areas. Nine water companies have banned hosepipes for more than twenty-seven million of them — the most widespread restrictions since 2022. England's reservoirs are about two-thirds full — well below normal for the season. In Hampshire, one company has applied for a drought order, which extends the bans beyond gardens.
The headlines offer two villains: climate change, and the water companies, which have paid fifty-two billion pounds to shareholders since 1990 while a fifth of their water leaks into the ground. Both stories are true. Neither explains why the drought of 2026 is being fought with the same single weapon as the droughts of 2022, and 1995, and 1976: telling citizens to put down the hose.
When the same emergency returns every few years, and the response is always the same last-minute ban, that's not weather anymore. That's design. So let's trace this upstream. Start at your kitchen tap and follow the water backwards — to the meter, to the pipe, to the reservoir. Three stops. At each one, we'll find not a bad person, but a rule that makes the outcome almost inevitable.
Stop one: the meter — or the place where a meter should be. Four out of ten English homes don't have one. They pay a flat yearly fee, set mostly by the size of the house, and then the tap is free: water the garden all summer and the bill doesn't change by a penny. Homes with meters use ten to twenty percent less. During July's heat, customers of one company alone drew an extra hundred million litres a day. The demand side of this system is blind — it cannot feel scarcity, because the rule that would let it feel, a price on each litre, was never fully installed.
Stop two: the pipes. England and Wales lose about three billion litres a day to leaks — a fifth of everything the system produces, the daily needs of twenty million people. Why tolerated? Your water company is a monopoly; every five years the regulator Ofwat decides what it may charge, and that review's overriding job is keeping bills down. Fixing pipes raises bills now for benefits decades away. The industry promised to cut leaks sixteen percent; it delivered nine. Under this rule, that isn't a scandal — it's the rational move.
Stop three: the reservoir. The last major one England finished is called Carsington: planning from the 1960s, construction from 1979, a partial dam collapse in 1984, opened in 1992. Three decades from idea to water. Now look at the one England is trying to build today, near Abingdon — a site the size of Gatwick Airport, water for fifteen million people. The water company behind it has wanted it for roughly twenty years. In 2025 the government declared it nationally significant and took the decision away from local planning. If everything now goes perfectly, construction starts in 2029 and the first water arrives in 2040. Permission takes longer than concrete.
So add up the three stops: demand can't see the water, repairs are punished by the bill review, and new storage waits decades for permission. When a drought arrives, every proper valve is jammed by a rule. The only lever that still turns within weeks is a ban on garden hoses. England doesn't ration water because the rain ran out — it rations water because that's the one move the rulebook left.
Design one: build anyway. Since 2025, ministers can declare a reservoir nationally significant and push it past local planning — which removes the decades of permission, not the years of concrete. Britain has paid this price before: in 1957 Liverpool got a special act of Parliament for a reservoir in Wales, thirty-five of thirty-six Welsh MPs voted no, and in 1965 the village of Capel Celyn went under the water. The apology came in 2005. The currency is someone's valley, and someone's vote.
Design two: a meter in every home and a tariff that climbs in steps — drinking litres cheap, lawn litres expensive. It works; metered homes use less. But the cost lands hardest on the most crowded homes, which are rarely the richest — which is why thirty-five years of rollout have reached only six homes in ten. The currency is distribution. Design three: Scotland kept water public — and in 2002 public Scottish Water was the worst performer on the island, losing forty percent of its water, because inside a budget, pipes lose to hospitals. What changed it was the funding rule: a third more invested per household, year after year. The currency is a permanent place in the treasury's queue — held only as long as the politics that protects it.
So come back to the hosepipe ban. It looks like a failure — the moment the system broke. It's the opposite: it's the system working exactly as designed. Three rules jammed every other valve, and the ban is the one lever that still moves. The real question this drought asks isn't "will it rain more," and it isn't "are the water companies greedy." It's a question about currencies: a valley and its right to say no; a visible price on every litre, landing hardest on the most crowded homes; or a permanent claim on the national budget that has to beat hospitals every single year.
For more than thirty years, England's rulebook chose to pay in none of them — and this August, twenty-seven million people are paying in hosepipes. The next time your country starts rationing something — water, power, housing — don't start with the weather. Ask what the meter never measured. Ask what the review punished. And ask who was allowed to say no for twenty years.
