The missile shortage was written into the budget

In the first five weeks of the 2026 war with Iran, the United States and its partners fired more than 1,700 Patriot interceptors. The newest version of that interceptor is finished in one factory on Earth, and the year before, it had delivered 620. For its own forces, in the budget year the war broke out, the United States had ordered 341 — about as many as the coalition was firing every week.

So when, according to regional officials, Saudi Arabia started running short and asked four other countries for help, its usual supplier had none to spare. Why would a country buy, for a whole year, what it can use up in a week?

The factory answer

The first answer is that the factory is simply too slow, and part of that is true. Final assembly happens on one line, in Camden, Arkansas. The guidance head that finds the target comes from one plant in Alabama. The rocket motor comes from one company.

So build more factories? Notice what that fix assumes. A second guidance-head plant costs years and a fortune, and no company builds one unless somebody promises to keep buying from it long after it opens. Was anybody making that promise?

What happens when the orders stop

When America sent thousands of Stinger missiles to Ukraine in 2022 and needed to replace them, the Pentagon had not bought a new one in about eighteen years. The maker called back retired workers in their seventies to teach new staff how to assemble it, from drawings that dated from the Carter administration. Test equipment came out of storage; electronics were redesigned because the chips were no longer made. From the decision to restart to the first new missiles took about two and a half years.

A production line is not really a building. It is people, suppliers and know-how that stay alive only while orders keep arriving.

Patriot was never abandoned like that, and its gap was no secret. By July 2025, after years of sending interceptors to Ukraine and before the new war, America's Patriot stock stood at about a quarter of the minimum the Pentagon itself had calculated. The requirement was written down. An obligation to refill it was not.

The one-year rhythm

In the United States, only Congress can spend money, and it grants that money one year at a time. That is deliberate: every new Congress gets to change its mind about what the country pays for. But a factory is a bet on ten or twenty years, and the companies say so openly: until Congress votes the money, they do not build.

And the year rarely starts with the money voted. In 37 of the 49 budget years before 2026, the Pentagon began the year on a temporary stopgap law. The standard stopgap forbids spending money to build any weapon faster than the year before, even if a war started in between, and forbids signing new multi-year contracts.

The door that fits peacetime

A multi-year contract lets the government promise to buy for several years at once. Two of the conditions in the law (10 U.S.C. § 3501) matter most here: the government has to expect to need about the same amount every year of the contract, and the design has to be settled.

Read those with a war in mind. A steady need that nobody expects to change is what peace looks like. War demand can qualify too, but only after the jump, once the new and higher need looks steady — and by then the shelf is already empty. Those conditions exist to stop the government locking taxpayers into things they may not need. The budget is built to protect the freedom to change our minds. A factory needs someone to give that freedom up.

Three ways out, three prices

Commit for years. In July 2026 the Army signed the largest Patriot contract up to then: up to $58.6 billion over seven years, aiming at 2,000 interceptors a year by 2030. Price: the design is frozen, because the law demands a settled one; and every future Congress inherits a commitment it never voted for, with a penalty if it walks away. Even that does not make the promise firm: in September 2026 the stopgap Congress passed, as stopgaps normally do, left out permission to put new money into five multi-year missile contracts, the Patriot among them.

Own the factory. Norway and Finland keep their ammunition maker, Nammo, in state hands. The state pays to keep lines ready, not only for the rounds that come off them. Price: machines and trained workers that may sit idle for decades, the easiest line to cut in every tight year, and plants defended for the jobs they give a town.

Buy what is quick to make. Ukraine's Sting interceptor drone costs about $2,100 against roughly $4 million for a Patriot interceptor, and more than 10,000 a month were being built by March 2026. Price: it cannot catch a ballistic missile, and for that you still need the kind that takes thirty-one months.

What the purse is for

Look again at that order of 341. It was a peacetime number, set by rules built for a steady need, and the war arrived in the middle of its year.

The power of the purse, Congress's control over money, is the reason nobody can quietly commit a country to decades of spending. A factory gets built only when somebody does exactly that. Every year of that promise is a year taken out of the hands of the people voters elect. That trade can be worth making. It is still a trade.

When someone promises more missiles, the number worth asking about is not how many. It is for how many years — and which decisions we are willing to stop making every year to get them.
